So... I do have to mention that I have a strong preference for restaurants and breweries over bars in general. I've listed these FYI, but technically they're not the "cutest" go-tos and may have other issues like they allow smoking, get too crowded, too enclosed, or you have to go inside too much. Google them and use your best judgement :-)

Wear your mask while not imbibing, consider distance from nearest diner, sanitize hands, and tip extra BIG! Restaurants often require reservations and things change. Phone first! Also... bundle up and dress WARM! These places are still open air and can still be chilly even with heaters.
As the former researcher/author/publisher of the Portland Happy Hour Guidebook (and currently the owner of The Happy Mermaid Gift Shop floating next to the Island Cafe), I want to now help people find outdoor places to enjoy! And also help restaurants get word out about their various patios. Do your part to help keep them in business and get take out often too!
I'll get out there a bit, but I'm actually laying low for the most part and have not visited most of these places during this Covid craziness. Of note, please realize that while imbibing outside on patios is generally considered low-risk, do know that I am not commenting on, recommending, or making any guarantees about overall safety. Certainly you are safest just staying alone at home. But it's also quite a pleasure to meet up with a friend or two in an outdoor environment!
Bear in mind that if you are out with more than one person, it could be difficult to maintain a six foot distance when sharing a table. You'll be outside, though depending on exact air/wind flow and the direction of it, you may be exposed to other diners, whether they share your table or are sitting/standing nearby. Pay attention to your level of comfort. And keep your mask on to the degree possible.
Bundle up! If it's cold outside, it may still be cold "inside" the tents too. Dress in layers! Wear warm socks and shoes! Even BYOB -- Bring Your Own Blanket :-)
